Beijing implements furniture pollutant discharge standards: exit the market without changing water-based paint

Beijing recently released five new local environmental protection standards, covering industries such as boilers, petrochemicals, and furniture manufacturing. Among them, Beijing will implement the most stringent standards for the discharge of furniture pollutants in the country and cause widespread concern. It is understood that the new standard has significantly reduced the specified limit of the maximum allowable emission concentration of benzene and particulate matter contained in wooden furniture. Once implemented, this regulation will not only improve the atmospheric environment, but also be a boon for consumers.

Beijing recently released the “Emission Standards for Air Pollutants in Wood Furniture Manufacturing Industry”, which proposed control requirements for air pollutant emissions for the wood furniture manufacturing industry. Qi Yumei, director of the Science and Technology Standards Department of the Beijing Municipal Environmental Protection Bureau, said on the 10th that the standard will be implemented on July 1 this year. It is the most stringent local environmental protection standard in China. “The Standard for Air Pollutant Emissions from Wood Furniture Manufacturing Industry” is the first time. The emission standards set out the limits of volatile organic compounds in raw and auxiliary materials, as well as process measures and management requirements, reflecting the comprehensive management and control concept of 'source control', process supervision and end management'.

The new emission standards require that the maximum allowable emission concentration of atmospheric pollutants benzene, non-methane total hydrocarbons, particulate matter, etc. discharged through the equipment exhaust pipe during the manufacture of wooden furniture shall not exceed the specified limits; in addition, wood processing workshops, painting The grinding workshop also specifies limits for the concentration of unorganized particulate matter monitoring points.

Zheng Zaihong, deputy director of the Pollution Prevention and Control Department of the Beijing Municipal Environmental Protection Bureau, revealed that one of the main purposes of developing new emission standards is to promote the complete withdrawal of oily coatings from the market. According to data released by the China National Coatings Industry Association, the total amount of volatile organic compounds (VOC) emitted by the Chinese paint coating industry to the atmosphere is about 4.3 million tons per year, of which oil paint accounts for about 98%, and water-based paints account for about 2%. The environmental protection advantages of water-based paints are obvious. “Our current work is to promote the replacement of all organic solvent-based paints (oily paints) into water-based paints. If it is not replaced, it will completely withdraw from the market. According to the standard implementation date, from 2017 From January 1st of the year, the requirements for the second period will be implemented, that is, the Beijing furniture manufacturing industry prohibits the use of organic solvent-based (oily) paint spraying process."

Water-based paints do not contain harmful substances such as formaldehyde, benzene, xylene, etc., and the current penetration rate in the EU coating industry has reached more than 90%. However, due to the stricter requirements on technology and production processes, and the high cost, water-based paints are not popular in China's domestic furniture industry. Zheng Zaihong revealed that less than 15% of furniture manufacturers in the industry currently use water-based paints. “The furniture produced from water-based paints is of course better than oil-based paints in terms of the impact of VOCs on human health. Although we have promoted the use of low-toxic organic solvent-based coatings to replace high toxicity in the early stage, we have been doing this in the furniture industry. For example, some paints containing phenylene are now replaced, even for oily coatings. Health hazards are also declining. But with water-based paints, health risks are lower."

It is undoubtedly excellent news for consumers to reduce or prohibit the use of oily paints that are harmful to health. However, Zheng Zaihong reminded consumers that the current environmental protection department mainly monitors the production process. Therefore, not all wooden furniture sold in Beijing in the future will meet the new emission standards.
