Chapter 1 General

Article 1 In order to promote the development of mountaineering in China and ensure the standardization of domestic mountaineering activities, these Measures are formulated in accordance with relevant laws and regulations such as the "People's Republic of China Sports Law".

Article 2 The State Sports General Administration is the competent department for mountaineering activities throughout the country. The State Sports General Administration authorized the National Sports Administration Mountaineering Management Center to manage the country’s mountaineering activities.

Article 3 The administrative departments of sports of provinces, autonomous regions, and municipalities directly under the Central Government shall be the competent authorities for managing mountaineering activities in their own administrative regions.

Article 4 These Measures apply to mountain climbing activities of more than 5,000 meters above the Tibetan Autonomous Region and 3,500 meters above sea level in other provinces, autonomous regions and municipalities directly under the Central Government.

Chapter II Team Conditions for Mountaineering Activities

Article 5 The mountaineering activities shall consist of two or more teams, organized and planned.

Article 6 The mountaineering team shall be organized by units with independent legal personality or registered mountaineering clubs and mountaineering associations, and shall perform the relevant procedures for mountaineering activities on behalf of the mountaineering team. Activities of unregistered organizations are not subject to approval.

Article 7 The climbing team organization unit and the team leader (captain) are responsible for their team activities and members. People participating in mountaineering activities must obey the leader and command of the leader and coach.

Article 8 The climbing team planning to climb the mountain must meet the following conditions:
(1) Team members are required to pass the physical examination of hospitals at or above the county level (three months before the validity of the certificate is valid) and barrier-free diseases.
(b) The climbing team must be equipped with the corresponding mountaineering instructor or mountain guide. Mountaineering instructors or mountain guides must hold a qualification certificate approved by the State Sports General Administration. A mountaineering instructor or mountain guide can lead up to 4 players.
(3) Members participating in mountaineering activities must undergo basic training and physical training for mountaineering knowledge and skills before entering the mountains.
(4) Basic equipment and equipment necessary for mountaineering activities, such as technology, cold protection, communications, living, and medical care that meet the safety requirements.

Chapter III Declaration and Approval of Mountaineering Activities

Article 9 The sports administrative departments of the provinces, autonomous regions, and municipalities directly under the Central Government where the mountain peaks are located set out some mountain peaks according to the local conditions, and are approved by the State Sports General Administration and announced to the whole country for climbing by domestic mountaineering enthusiasts. To climb unpublished mountain peaks, the climber must submit a special application to the sports administrative department of the province, autonomous region or municipality where the mountain peak is located.

Article 10 Climbing the announced peaks, organizers of mountaineering activities need to be one month before the implementation of the activity; climbing unpublished peaks must be reported to the sports administrative department of the province, autonomous region, or municipality directly under the Central Government where the mountain peak is located three months prior to the implementation of the activity. After approval, it is issued to the one-time "Climbing Activity Approval Letter" produced by the State Sports General Administration. The administrative department of sports of the province, autonomous region, or municipality directly under the Central Government where the mountain peak is located shall file with the State Sports General Administration after filing the approval formalities.

Article 11 When climbing a mountain peak of 8,000 meters or more, a mountaineering organizer shall report to the State Sports General Administration for approval.

Article 12 The following documents shall be provided for the declaration of mountaineering activities:
(a) Application.
(b) Certification of legal person qualifications for mountaineering organizations.
(iii) Climbing team mountaineering instructor or mountain guide qualification certificate.
(4) The list of climbers and their team members’ hiking résumés.
(e) Mountaineering plan.
(vi) List of equipment.

Article 13 The mountaineering team shall go to the sports administrative department of the province, autonomous region, or municipality directly under the Central Government where the mountain peak is located to submit the ratification certificate and the personal insurance certificate of the whole team, and pay the mountaineering environmental protection fees according to the regulations. mountain.

Article 14 The administrative departments of sports of the provinces, autonomous regions, and municipalities directly under the Central Government where the mountain peaks are located are responsible for providing consulting services, including transportation, climbing routes, meteorological features of the peak areas, and precautions, and other information and information.

Article 15 Climbing the peaks at the junction of provinces, autonomous regions, and municipalities directly under the Central Government shall be subject to the approval of the sports administrative department of the climbing side. If the other party has different opinions, it must be submitted to the State Sports General Administration for approval after consultation by both parties.

Article 16 If there is a project that needs approval from other competent authorities in the mountaineering activity plan, the organizer may entrust the sports administrative department with the activity approval letter.

Article 17 The team that changes the climbing season, route or mountain should report again.

Chapter IV Mountaineering Activity Requirements and Grade Confirmation

Article 18 Domestic mountaineering teams shall abide by the following regulations:
(1) Climbing according to the peaks and routes approved by the Sports Management Center of the General Administration of Sport of China and the sports administrative department of the province, autonomous region or municipality directly under the Central Government of the State Sports General Administration. No other unauthorized peaks and routes may be climbed.
(2) The names and heights of the mountain peaks should be based on the name and height officially announced by the relevant state agencies.
(3) Keep the mountaineering route and the sanitation of the camp area and properly handle mountaineering rubbish. If there are specific environmental protection regulations in place, follow local regulations.
(4) The mountaineering team must report to the approval unit and the club registration department in time for major accidents during the mountaineering process, and take corresponding measures in time.
(5) After the mountaineering activities are over, they shall promptly report to the sports administrative departments of the provinces, autonomous regions, and municipalities directly under the Central Government where the mountain peaks are located, and report the results of the mountaineering activities and the accidents during the mountain climbing to the approval unit in written form in a timely manner.

Article 19 After the mountaineering activity is over, the sports administrative department of the province, autonomous region, or municipality directly under the Central Government shall verify the results and issue a certificate, and report it to the Mountain Sports Management Center of the State Sports General Administration for the record.

Article 20 When submitting results, the organizer shall provide the following information:
(a) The pictures of the summit or the height reached (the background and the contrast must be included in the framing). The peak of the virgin summit must also have 360-degree photos.
(b) A brief overview of the summit and climbing process.

Article 21 After passing the examination, the results shall be issued to the summit (elevation) certificate uniformly produced by the Mountaineering Management Center of the State Sports General Administration. The athletes who meet the grades are required to apply for the grades of athletes according to the grade standards for mountaineering issued by the State Sports General Administration.

Chapter V Penalties

Article 22 Any team club or team unit that violates these provisions shall be stopped from participating in or stopping the mountaineering activities of the mountaineering team. Any major responsibility accident shall be subject to administrative punishment; the criminal responsibility shall be investigated for constituting the crime.

Article 23 The applicant who fails to comply with the requirements or does not meet the requirements shall not be approved. The management department did not carefully review the issuance of the “Climbing Activity Approval Letters” and the “Mounting Permits”, and the resulting consequences were borne by the approval department.

Article 24 If the requirements for mountaineering activities are not complied with, the mountain peaks and routes that have not been allowed to be climbed shall be treated according to the provisions of the province, autonomous region, or municipality where the mountain peak is located, and no achievement shall be recognized.

Article 25 If an unregistered mountaineering organization arbitrarily forms a team or fails to obtain a mountaineering instructor or a mountain guide qualification certificate to lead a team to the mountain without authorization, the score will not be recognized. The organizer shall be punished by the cancellation of the application qualification for three years and the mountaineering coach Or the Alpine Wizard cancels its qualification certificate and gives a fine of between 500 yuan and 3,000 yuan.

Article 26 The administrative departments of sports of provinces, autonomous regions, and municipalities directly under the Central Government that have not handled waste according to the requirements of environmental protection shall be given administrative penalties.

Chapter VI Supplementary Provisions

Article 27 The participation of Hong Kong, Macao and Taiwan personnel in mountaineering activities shall be handled in accordance with the relevant provisions of the State Sports General Administration.

Article 28 The participation of foreigners in mountaineering activities shall be handled in accordance with the Measures for the Administration of the Climbing of Foreigners to China.

Article 29 Domestic mountaineering teams must not take in foreign athletes.

Article 30 These Measures shall be implemented as of the date of promulgation.
